Getting started in the NETAAC Program......... How to get assistance... There is no cost to apply to the program and NETAAC handles all associated paperwork. This program is exempt from the Freedom of Information Act. All information regarding manufacturers in the program is held in strict confidence by NETAAC. Manufacturers interested in obtaining more information about Trade Adjustment Assistance may contact NETAAC and request our initial assessment form. Three Phases of Trade Adjustment Assistance NETAAC provides timely, cost-effective, and useful services for each individual manufacturing firm. A successful project is one that contributes significantly to improved profitability and makes a firm better able to compete in the marketplace with imports. Outlined below are the three key phases of the assistance NETAAC provides. CertificationTo be eligible for Trade Adjustment Assistance, a manufacturer must demonstrate a decline in sales or production and a decline in employment as a direct result of competition from imported products. The firm must demonstrate that U.S. customers have reduced or declined purchases from the firm in favor of buying imported items. NETAAC assists firms in obtaining certification from the U.S. Department of Commerce; a no-cost process that takes between 45-60 days once the application is submitted to Washington. Submit the initial assessment form to start the process. Initial AssistanceOnce a firm is declared eligible, NETAAC professionals meet with company management to conduct a thorough analysis of all phases of the firm’s operations. This results in a diagnostic survey, a report that is useful to management in providing an objective overall view of the firm’s strengths and weaknesses. Next, NETAAC consultants work with the firm to design a strategy to assist the firm in becoming more profitable. The strategy may involve specialized eligible projects in areas such as (but not limited to) marketing, export assistance, product development, plant layout, worker incentives, cost systems, the preparation of business plans, and financial restructuring. The resulting adjustment proposal includes requests for funding for specific projects and is submitted with the diagnostic survey to the Department of Commerce for approval. The Department of Commerce makes a decision regarding the proposal within a few weeks. Implementation AssistanceAfter the Department of Commerce has approved a manufacturer’s adjustment proposal and has given its permission to NETAAC to fund a portion of the projects (up to 50% of the total cost), NETAAC and the firm choose consultants, either from NETAAC or from the private sector, to implement each project. The selection of consultants is made through a competitive procurement process, in which the client plays a significant part.
